Qualifications: Must be proficient in basic written and spoken English as required by 38 U.S.C. 7403(f). Graduate of a school of professional nursing approved by the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE). Individuals attending a master's level bridge program in nursing with completed bachelor's level coursework may be appointed temporarily upon state licensure, with conversion to permanent appointment after program completion. Graduates of foreign nursing schools must possess a current, full, active, and unrestricted registration; foreign education beyond associate degree requires equivalency validation from a recognized service (e.g., International Consultants of Delaware). Must hold a current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, or the District of Columbia. Graduate Nurse Technician (GNT) exception: Candidates meeting education requirements but lacking licensure may be appointed on a 120-day temporary appointment while pursuing licensure, extendable up to two years. Grandfathering provision applies to current VHA employees in the 0610 series as of January 29, 2024. Grade determinations based on scope, education, and dimensions (Practice, Veteran/Patient Driven Care, Leadership, Professional Development, Evidence-Based Practice/Research). Nurse I, Level I: Associate Degree or Diploma in Nursing, no additional experience required. Nurse I, Level II: Associate Degree or Diploma plus 1 year specialized experience equivalent to Nurse I, Level I, or Bachelor of Science in Nursing.
