岗位职责
As a Human Resources Specialist within the McCain Fellows program, you will be responsible for managing the full lifecycle of recruitment and staffing for hard-to-fill positions. Your primary duties include developing and implementing targeted recruitment strategies to attract qualified candidates, advising managers on staffing options, hiring flexibilities, pay setting, promotions, and other compensation-related matters. You will utilize USA Staffing or other HR systems to efficiently manage the recruitment process, ensuring compliance with federal regulations and timelines. Additionally, you will collaborate with program leadership to support the development and retention of fellows, providing guidance on HR policies and procedures. This role requires proactive problem-solving and the ability to adapt strategies to meet evolving organizational needs.

To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service (or private sector) demonstrating ability to: 1) Develop and implement recruitment strategies for hard-to-fill positions, 2) Advise managers on staffing options, hiring flexibilities, pay setting, promotions, and other compensation-related matters, and 3) Use USA Staffing or other HR systems to manage the recruitment process. To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-9 grade level in the Federal service (or private sector) demonstrating ability to: 1) Develop and implement recruitment strategies for hard-to-fill positions and 2) Use USA Staffing or other HR systems to manage the recruitment process. Alternatively, a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or a combination of specialized experience and education may substitute. To qualify at the GS-10 level, you must have a master's degree or equivalent graduate degree, or two years of progressively higher-level graduate education leading to such a degree. Education must have been completed at a college or university in the U.S.
