Financial Management Analyst (McCain Fellows)

As a Financial Management Analyst in the McCain Fellows program, you will support the Department of War's financial operations through a range of analytical and advisory duties. Your primary responsibilities include providing financial oversight by monitoring and evaluating budget execution, ensuring compliance with procurement policies, and assisting in the formulation and execution of budgets. You will conduct research and analysis on financial and budgetary issues to identify trends, assess risks, and develop actionable solutions. This involves gathering data from multiple sources, performing quantitative and qualitative analyses, and preparing reports that inform decision-making. You will also prepare and deliver briefings and presentations to higher-level managers, clearly communicating complex financial information and recommendations. Additionally, you may collaborate with cross-functional teams to support strategic planning and resource allocation, ensuring alignment with organizational goals. The role requires proactive problem-solving and the ability to adapt to evolving financial regulations and priorities. You will contribute to the development of financial policies and procedures, helping to improve efficiency and accountability within the department. Throughout the one-year fellowship, you will gain hands-on experience in federal financial management, working on projects that directly impact mission effectiveness. Successful completion of the program may lead to consideration for conversion to a permanent position, depending on vacancy availability.

To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 grade level, demonstrating ability in: 1) Financial oversight, procurement policies, budget formulation, and/or budget execution; 2) Researching and analyzing financial and budgetary issues to formulate solutions; and 3) Oral and written communication to develop and deliver briefings and reports to higher-level managers. To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-9 grade level, demonstrating ability in: 1) Researching and analyzing financial and budgetary issues to formulate solutions; and 2) Oral and written communication to develop and deliver briefings and reports to higher-level managers; OR have a Ph.D. or equivalent doctoral degree or three full years of graduate education; OR a combination of experience and education. To qualify at the GS-10 level, you must have a master's degree or equivalent graduate degree or two years of graduate education. All qualifications and education requirements must be met by the cut-off date and clearly documented in your resume, which may not exceed two pages.
