As a Foreign Affairs Specialist (McCain Fellow), you will participate in a 1-year development program within the Department of War, focusing on strategic defense and foreign affairs. Your primary responsibilities include researching and analyzing a wide variety of international and strategic issues to formulate actionable solutions. You will develop long-term strategies that support national security objectives and ensure successful implementation. Additionally, you will prepare and deliver oral briefings and written correspondence or reports to higher-level managers, effectively communicating complex findings and recommendations. This role requires collaboration across multiple academic disciplines and engagement with international organizations, problems, or other aspects of foreign affairs. You will contribute to the formulation of policies and strategies that address global challenges, leveraging your expertise in areas such as international law, political science, economics, history, or related fields. The position involves continuous learning and application of advanced analytical skills to support the Department's mission.

To qualify for this position, you must meet the basic requirements for the Foreign Affairs (0130) series, which include a degree with a major or equivalent combination of courses totaling at least 24 semester hours in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or the humanities; or 12 semester hours in one of these disciplines and 12 semester hours in statistics or quantitative methods. Alternatively, a combination of education and experience equivalent to a major or 24 semester hours of related courses plus appropriate experience, or four years of appropriate experience in work associated with international organizations, problems, or other aspects of foreign affairs, is acceptable. In addition, you must have specialized experience and/or directly related education. For GS-12 level: one year of specialized experience equivalent to GS-11, demonstrating ability in researching and analyzing issues to formulate solutions, developing long-term strategies for successful implementation, and oral and written communication for briefings and reports to higher-level managers. For GS-11 level: one year of specialized experience equivalent to GS-9, demonstrating ability in researching and analyzing issues and oral and written communication, OR a Ph.D. or equivalent doctoral degree or three years of progressively higher-level graduate education, OR a combination of specialized experience and education. For GS-10 level: a master's degree or equivalent graduate degree or two years of progressively higher-level graduate education, OR a combination of specialized experience and education.
