IT Specialist (McCain Fellows)

As an IT Specialist within the McCain Fellows program, you will apply advanced technical knowledge to support and enhance the Department of War's information technology infrastructure. Your primary responsibilities include: Technology Integration and Adaptation: Analyze existing IT systems and identify opportunities to integrate emerging technologies, such as artificial intelligence, to improve operational efficiency. Adapt standard technology solutions to address unique and complex challenges specific to the department's mission. Research and Analysis: Conduct thorough research on a variety of IT-related issues, including system vulnerabilities, performance bottlenecks, and emerging threats. Formulate evidence-based solutions and present recommendations to senior leadership. System Development and Support: Participate in the design, development, testing, and implementation of computer applications and systems. Ensure that all solutions comply with federal security standards and interoperability requirements. Collaboration and Consultation: Work closely with cross-functional teams, including program managers and other IT specialists, to define requirements and deliver tailored technology solutions. Provide technical guidance and training to end-users as needed. Project Management: Contribute to IT projects from inception through completion, ensuring milestones are met within scope and budget. Document processes, maintain technical records, and prepare reports on system performance and project status. Continuous Improvement: Stay current with advancements in computer science, information systems, and related fields. Recommend upgrades or modifications to existing systems to align with best practices and evolving mission needs.

To qualify for this position, you must meet the following requirements: **Basic Requirements**: - Major study in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering; OR coursework that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. - OR demonstrate required competencies in accordance with the Information Technology (IT) Management Series, 2210, Individual Occupational Requirement (IOR). **Grade-Specific Requirements**: - **GS-12 Level**: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (may be gained in the private sector) demonstrating: (1) Knowledge of approaches, techniques, and requirements of computer applications and integrative technology like AI; (2) Adapted technology solutions to address specific and unique challenges; and (3) Conducting research and analysis of a variety of issues and formulate solutions. - **GS-11 Level**: One year of specialized experience equivalent to the GS-9 grade level in the Federal service (may be gained in the private sector) demonstrating: (1) Adapted technology solutions to address specific and unique challenges; and (2) Conduct research and analysis of a variety of issues and formulate solutions. OR a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. OR a combination of specialized experience and education. - **GS-10 Level**: A master's degree or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree. **Education**: Must have been completed at a college or university in the U.S. Transcripts are required for verification. **Experience**: Includes paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps).
